SPLA sex war: with no age limits

NOV. 25/2008, SSN; A woman was gang-raped recently by a group of eight soldiers believed to be members of the Sudan People’s Liberation Army (SPLA) in the trouble-hit Warrap State where maintenance of law and order is being undermined by sectional fighting and power struggle, an official has said.

An old woman whose name could not be established yesterday by Sudan Tribune newspaper was raped recently in the remote village of Awul by the alleged SPLA combatants who have reportedly been stationed in the area without food supply for months.

Hope of her life prospect is increasingly becoming bleak after report suggests yesterday that she was in a critical condition and if necessary moves are not taken, she may even die.

In an urgent and important matter he presented to Southern Sudan Legislative Assembly yesterday, area MP Wol Deng Atak said the culprits have not been arrested by the state authority, increasing the degree of impunity in the state.

In a separate incident, Atak told parliament that a class-four pupil was equally raped in June by the same soldiers at Aliek Payam in Tonj North County, but the culprits ran away deserting a possible apprehension.

He said the girl’s uterus, where fertilization in a woman takes place, has been turned upside-down, and that she would no longer be able to produce children. The young girl was not aware of herself by the time the soldiers left her alone, the lawmaker said.

The soldiers also shot dead Chol Malueth, who was undergoing medical treatment at the Payam’s clinic and hopelessly threw his body outside for hyenas and birds to feed on, the lawmaker said.

He said the population in Aliek was starving as they live without food, forcing some to feed on wild leaves, after soldiers resorted to harvesting their farms because of lack of food supply from the SPLA general headquarters. The SPLA general secretariat could not immediately be reached for comment yesterday.

But members of Southern Sudan Legislative Assembly yesterday moved to summon the acting minister of SPLA affairs and the Governor of Warrap state, Tor Deng Mawien, to answer their queries.

However, an official from the GOSS cabinet said there was nobody acting as minister of SPLA affairs and that President Salva Kiir Mayardit himself was the one acting.

Dr. Barnaba Marial Benjamin, the minister of regional cooperation has been acting as the man in charge of the South Sudanese army, but Dr. Elia Lomoro, the minister of parliamentary affairs warned parliament yesterday to be careful when passing a resolution because Kiir, who is also the chairman of the SPLM was in charge of the army.

Under the interim constitution of Southern Sudan 2005, Southern Sudan Legislative Assembly has no powers to summon the president and the vice president, unless on outstanding issues.

Governor Mawien, a new born-again member in the SPLM, will have to defend himself properly next month if he has to survive impeachment due to the allegations leveled against him.

He has been accused by Atak of hiring soldiers to ill-treat the community of Aliek Payam and Tonj North County in general. (For Sudan Tribune daily newspaper, Juba)
